Customs is responsible for the surveillance and control over all the imports and exports. In accordance with the Customs Law of the People’s Republic of China and other relevant rules and regulations, Customs administration is responsible for:

1. Exercising control over all the means of transport, goods, luggage, postal items and other articles entering or leaving the territory;

Ningbo Customs has a long history. Early in North Song Dynasty there had already been the embryonic form of Ningbo Customs' – Shi Bo Si. And in September, 1978, Ningbo Customs was officially established again with approval of the State Council. Its jurisdiction covers the entire area of Ningbo City and its sea area, with 5 appurtenant customs and 6 other institutions.

Ningbo Customs has carried out in an overall way the direct customs clearance system for import and export goods. This includes the direct inspection application, direct inspection or quarantine and direct clearance of qualified import and export goods. This is an important innovated step Ningbo Customs has made in supervision pattern, and it is expected to promote foreign trade and benefit enterprises.
